This training will equip you with a solid set of technical and policy-making skills for developing cycling policy and planning cycling infrastructure.
Participants that successfully conclude their case study and assessment will obtain their ‘bicycle infrastructure planning and design’ certificate.
For this training, Dutch Cycling Embassy’s and CROW experts in various disciplines such as policy-making, planning, design, and safety have been brought together. What you will learn in this training
By making use of expert presentations, excursions, on-site observations, and close cooperation with your peers on case studies we will ensure that you will have achieved the following results upon completing the course:

Dutch Cycling Embassy
This course is a DCE Learn activity, powered by Dutch Cycling Embassy (DCE) and delivered by DTV Capacity Building. The Dutch Cycling Embassy is a public private network for sustainable bicycle inclusive mobility. The embassy represents the best of Dutch Cycling: knowledge, experience and experts offered by private companies, NGO’s, research institutions, national and local governments.
CROW Bike Design Manual
One of the most renowned manuals for bicycle infrastructure design is the Bike Design Manual. This manual was edited by DTV Consultants and published by the Dutch CROW institute – leading institute for infrastructure design. It is based on decades of research into Dutch cycling policy and infrastructure development. The manual is relevant for both starting and mature cyclist infrastructure designers. It comprises a step-by-step guide for developing a cycling policy and creating safe infrastructure designs.
DTV Capacity Building
DTV Capacity Building is the international brand of Netherlands based DTV Consultants. DTV Consultants has over 30 years of experience in providing training courses for transport planning and traffic engineering professionals. We teach 50 different transportation courses at the undergraduate and graduate level. Today we teach. Tomorrow you build.
After graduating from the Dutch Academy of Traffic Hillie started working as a researcher at the Delft University. Later she was a Traffic Policy Official for the cities The Hague and Ede for several years. Hillie now works for CROW an NGO and non-profit organisation in the field of traffic, transportation, civil engineering and public space. Here she is responsible for the (international) bicycle projects and parking projects. One of the best known books she produced is the Design Manual for Bicycle Traffic.
For the last 25 years, Warner Beumer has been delighted to be working for the city of Rotterdam as a traffic engineering designer.
He designs the larger infrastructural projects of the city such as a new national road, a city bridge or a new residential area, as well as improving the bicycle network.
Quality and integrality are statements in design and are therefore of paramount importance. A good design sells itself and has to be logical for the users. Warner is proud of his Rotterdam and his share in this city.
Joost de Kruijf
BUAS’ research group Urban Intelligence focuses on the optimisation of multi modal trips for cycling, public and car transport and on the relationship between traffic networks and the built environment. The group has developed insights and tools to support decision makers and designers in the development of cycling policies, networks and infrastructure design. A visit to the Urban Intelligence group and experience with a true VR cycle simulator is part of the training. Breda university of applied sciences is offering amongst others bachelor programmes in the field of traffic engineering, mobility, urban design and spatial development.
Paul van den Bosch
Paul van den Bosch has been a with DTV Consultants since 2005 and specialises in cycling mobility and road safety. He has carried out many practical and innovative projects for small, medium, and large cities. Examples of his work include developing a cost-benefit tool for cycling infrastructure, designing cycling reward schemes, creating black spot analyses, and conducting a thorough review/thorough reviews of cycling infrastructure designs. Paul is also a skilled road safety auditor and spends his spare time riding both on- and off-trail as a passionate cyclist.
Teije is the lead trainer for this training course. He will guide you throughout the programme and towards a succesfull completion of your final case study which is part of the programme. In his professional career so far, Teije has developed multiple trainings, e-, and summer courses and multiple knowledge transfer events. Teije’s ambition is to provide you with hands-on insights and skills which you can apply to your own situation the following day. Regardless of your position, role, organisation and geographical location.
When and where
The programme is designed on the concept of action learning. Concepts are explained by experienced trainers and guest speakers and supported by practical examples, observed in field trips, and applied in exercises. Field trips consist of visits to and observations in the cities of Utrecht, Rotterdam and Breda.

- Visit to and guest lecture by the City of Rotterdam in Rotterdam – cycle inclusive design a modern post-war city
- Group working and coaching session – to start to design for your own city

- Visit to and guest lecture by Breda university of applied sciences in Breda – network planning and planning tools

I wanted to learn 'the gold standard' for bicycle network design and infrastructure. I found the training through Teije's twitter and saw that it was endorsed/supported by Dutch Cycling Embassy so I was convinced it was a legitimate and credible training (having never heard of DTV prior).
The training provides an intense, stimulating, and through dive into the world of bicycle networks/infrastructure but stresses the importance of taking a systems approach to these networks. I also doubt you would be able to meet the world leaders in cycle planning and design that are part of the programme and get such great tours of cycle infrastructure in Breda, Utrecht, and Rotterdam.

Why did you pick this training?
I learned from many books and web sites that the Dutch lead the world in cycling rates and safety. So about a year ago I Googled “Netherlands cycling infrastructure training” and DTV Capacity Building appeared at the top of the list.
What was your favorite part of the training?
I appreciated and enjoyed and discovered value in all aspects of the training. I found that experiencing the infrastructure first hand is perhaps the most powerful tool available to DTV Capacity Building. The indoor/classroom work is necessary, but nothing is more convincing or more powerful to a foreigner than simply exploring, discovering, observing, and discussing the infrastructure while you are experiencing it. The bike tours with the various instructors in Breda and Rotterdam were my favorite.
DTV ensures that trainees leave the program with a firm grasp of the critical success factors for cycling infrastructure that appeals to all ages and abilities. The Netherlands is a showcase of the world’s largest inventory of “complete streets” (the popular American term). Make the most of that unrivaled laboratory!
Were there any unexpected experiences or surprises?
I did not expect to learn so much about the “critical success factors” of network planning. I learned how important the fundamentals of network planning/design are, and that this is the foundation of all other elements of cycling infrastructure design.

I recommend the training because DTV delivers on all counts. The instructors are extremely knowledgeable, helpful, open-minded, patient, well-organized and enthusiastic. They also understand the challenges of adapting auto-oriented cities for cycling. DTV ensures that trainees leave the program with a firm grasp of the critical success factors for cycling infrastructure that appeals to all ages and abilities. Thanks to DTV, I can apply the CROW Design Manual for Cycling Traffic with confidence to my local conditions.
